Declan Gordon Carroll has over 30 years experience in economic, industrial and enterprise development in Ireland, Europe, Middle East, Africa, South America and CIS. This experience is both within the public and private sectors and includes 17 years with the Irish Development Agency (IDA) one of the world’s most successful foreign direct investment (FDI) and enterprise development agencies. He also established and was chief executive of SEBIC an EC BIC for five years. In his career he has assisted in the strategic development of over 700 business development investment proposals (300+ start-ups) totalling over €150 million in equity, bank funding and grants.
Has worked in the design, formulation, development and implementation of both policy and support initiatives aimed at improving the business and operating environment to support enterprise competiveness and the innovation that underpins it. His experience includes national and regional development strategies, industrial, enterprise and competiveness policy and support initiatives such as grant programmes, research, & development initiatives, innovation, cluster (Poles of Competitiveness & Poles of Excellence) & internationalisation programmes in addition to physical facilities such as science & technology parks, innovation centres, and enterprise and tax free zones. Originally a construction professional he has experience not only of the policy, operational and management of such facilities but also of their physical design and construction.
